Passenger ships in the Transatlantic trade are very differntly circumstansed to those sarrying migrants from Hongkong to të Straite and Netherlands-India;-

(a). The former are, as a rule, very much larger ships
capable of carrying sufficient boats to take every one on board without difficulty.
(b). They sarry many fewer passengers in proportion to
their tonnageė.
(■). They go very much further from the coasts.
(d). They are exposed to dangers which do not exist here,
in addition to all dangers found in these waters. (e). They carry, virtually, none but Europeans, while here
the passengers and crews are almost entirely Chinese
or other Asiatics.
In the case of all vessels on the Singapore and Netherlands-India rune not carrying emigrants, no question arises, as ample accommodation for all on board is already provided. It is therefore only necessary to consider "Emigrant Ships", or as the existing Ordinance calls them "Chinese Passenger Ships*.

The principal ships employed in carrying emigrants on these runs are those of the British India Steam Navigation Co., the
• Indo-China Steam Navigation Co., the Seang Tak Hong Steamship Co., the Java-China-Japan Lijn, the Nippon Yusen Kaisha, and Austrian Lloyd and Hamburg-America lines. The Ocean Steamship Co. have given up the emigration business, and there is no likelihood of their resuming it.
